Jamil Ahmed Sukhera is the CEO of Vairt, Inc., the parent company of the LLC that is attempting to purchase the former Fox River Resort just outside of Sheridan, IL. According to Sukhera’s own account, his operation combines real-estate acquisition, hotel management, fractional investment, immigration guidance, business training, and an explicitly Islamic economic mission. He says he began with education and software businesses in Pakistan, expanded into Dubai, and entered the United States in 2016 on an E-2 investor visa. After an earlier technology venture failed, he developed VAIRT as what he describes as a Sharia-compliant financial and hospitality platform backed by real estate.
Jamil describes VAIRT’s property model as purchasing large commercial buildings and hotels—often distressed properties or assets obtained through auctions—using the company’s own funds. He says each property is then placed into an LLC, its physical, financial, or operational problems are addressed, and investors are subsequently invited to purchase fractional ownership interests in that LLC. Investors may own one, two, or five percent of the entity, receive income generated by the property, and share in the profit when the asset is eventually sold. He presents VAIRT as more than a conventional real-estate company, calling it both a “hospitality-management and financial institution.” He claims the operation has hotels or projects in Texas, Iowa, Pennsylvania, Illinois near Chicago, and Peoria. He also claimed approximately $2.5 billion in assets under management, described individual properties as being worth as much as $100 million, and cited one investment that supposedly produced 9.25% rental income plus 35% annual appreciation.A second part of the operation involves bringing Pakistani entrepreneurs into the United States and helping them establish businesses. Jamil discusses consultants in his Pakistan office who guide people regarding U.S. visas and recommends that applicants first enter through a nonimmigrant category and later pursue adjustment of status when legally eligible. He also describes a six-month program offering participants from Pakistan free housing, food, education, and business training after they obtain their own visas. Participants are expected, once successful, to direct ten percent of their profits “in the path of Allah” toward empowering people in Pakistan.
Jamil openly describes real estate as more than a financial asset, stating that it is “not just money; it is also power” and that owning property in a city or state means “you own influence.” He makes these statements immediately after discussing the potential of two billion Muslims joining forces and asking where they could “take the world.” He then explains that modern Islamic expansion will not come through warfare, but through Muslim businesspeople, citing the historical role of merchants in spreading Islam throughout Indonesia and Malaysia. He connects this vision to acquiring property, creating an Islamic financial system, training entrepreneurs, developing Muslim role models, facilitating immigration and business formation, and establishing what he calls an “Ummah Empowerment Program" that will expand the global Islamic community. Taken together, his own statements present real estate ownership, investment, entrepreneurship, immigration, and community development as coordinated tools for increasing Muslim economic power, social influence, and the expansion of Islam.

It demonstrates why the proposed use of a large, self-contained property near a small rural community cannot be dismissed as a private real-estate transaction. Questions about zoning, permanent residency, population, infrastructure, governance, and the relationship between a separatist community and its neighbors must be addressed before - not after - the community is established.
